I came across this issue when trying to install CBPC through Mod organizer 2 (same issue with HDT) I'm using the current SKSE for SE btw.
May 18, 2019 Download Harbor.exe and install it. Launch skyrim once through harbor [optional]. Open ModOrganizer 2. Add Harbor.exe (found where you installed Harbor) Install via Steam, use the installer, or download 7-zip. DO NOT USE ANYTHING FROM Mods using plugins probably need to be updated. Before contacting us Go to skse.silverlock.org, and download the latest version of SKSE64.
